Description
   Enactments of the Shomerei ha-Homot (guardians of the walls), founded by the Hungarian Kollel, Battei Ungarn quarter, and which helped in the establishment of other quarters in Jerusalem. It was headed by R. Joseph Hayyim ben Abraham Solomon Sonnenfeld, (1849–1932), first rabbi of the separatist Orthodox community in Jerusalem. In 1873, R. Sonnenfeld came to Jerusalem and settled in the Old City, and until the end of his life meticulously refrained from remaining outside the walls of the Old City for more than 30 days. He formed a close association with R. M. J. L. Diskin and was his right hand in his communal activities, such as the founding of the large orphanage and schools and the struggle against the secular schools.

The enactments Takkanot of the Hungarian Kollel in Jerusalem are comprised of eight sections with fifty clauses. At the end are the names of R. Simhah Bunim and R. Eliezer Loewe. The initial paragraph states that the Kollel is to be led continuously by three appointees, and with them are eight to eleven men selected annually in a secreet ballot. There are detailed instructions as to how the selection process is to be conducted, qualifications of the electors, of the candidates, obligations of the appointees, statutes, and responsibilities. An important piece of Jerusalem and Haredi history.
