Describing the poverty and ails of the Jerusalem rabbinate and scholars, the document is signed by R. Moses Malka (d. 1900), Chief Judge of the Sephardic Bet Din, emissary and Torah scholar, arrived in Erez Israel in 1873 and as a result of his missions many synagogues and housing was built for Sephardic Jews in Jerusalem; R. Misod b. David ha-Kohen El-Hadad (1820-1927), Rosh Yeshiva of the kabbalah Yeshiva Bet El, author of several printed works on kabbalah, lived to the age of 107, R. Misod suffered much as he was unable to walk and needed to be carried on other people's shoulders; R. Shalom Malka (d. 1896), prominent torah and kabbalah scholar who lived in adverse poverty his entire life and authored several works.
